Every editor shortcut, checked against the editor source: project and scene commands, editing, Play mode, scripting, gizmos, tile painting and level building.

Ctrl+O
Works whichever panel has focus.

Why a key sometimes does nothing
You are typing. Every shortcut is ignored while a text field or a widget is being edited, so typing W in a name field types a W.
You are not in Edit mode. Undo, redo, select all, rename, delete and duplicate only work in Edit mode. Save, Play/Stop, fullscreen and help work in any state.
The right mouse button is held. The gizmo keys pause while it is down.
